New Federal Decree-Law (Effective September 1, 2025)
The government of the UAE is implementing stricter regulations to ensure road safety. Starting from September 1, 2025, a new Federal Decree-Law comes into full effect. Under this law, every car rental company is legally obliged to strictly verify the validity of the client’s driving license.
The Mandatory International Driving Permit (IDP)
Previously, some agencies might have been flexible, but that is no longer possible. To rent a car in Dubai, you must possess a valid International Driving Permit (IDP) in addition to your national license (unless you are from a specific list of exempt countries).
Failure to provide an IDP will result in the refusal of the rental, as we cannot risk the heavy fines and the potential closure of our business mandated by the new law.
